The Department of Health–Region 1 (DOH-R1) office, in cooperation with the Rural Health Unit I and II, launched the TSEKAP program or Tamang Serbisyo sa Kalusugan ng Pamilya simultaneously on March 7, 2017 in Bayambang Public Plaza and Wawa Elementary School.

According to Jonathan Mark Espiritu, Nurse Deployment Project officer of DOH-R1, the beneficiaries were specifically identified via the National Household Targeting System as non-members of the Conditional Cash Transfer program.
The TSEKAP program provides an essential package of health services, including family planning and counseling, as well as vitamins and medicines for certain medical conditions.
