The PLEB was created by Republic Act 6975, better known as the Local Government Code, and was further strengthened by R.A. 8551 or PNP Reform and Reorganization Act of 1998. Under the law, the PLEB shall receive all civilian complaints arising from injury, damage and disturbance against PNP members.

According to PLEB Chairman Dr. Francisco Zaragoza, this activity also aims to inspire and motivate the PNP to do their task properly and at the same time serve as an encouragement to uniformed personnel to perform higher than their expected duties.

Embarking on the theme, “Sustainable Professionalism and High Morale of PNP Members of Bayambang,” Zaragoza stressed out that this seminar will be the stepping stone of the PNP members to further enhance their capabilities in delivering good public and professional service to the civilian populace.

Attending the seminar in behalf of Mayor Cezar T. Quiambao, KKSBF Managing Director and three-term councilor, Levin Uy, said that it was only in Quiambao’s administration that the PLEB has been realized and lauded Zaragoza for his continuing efforts to inform the public on the functions of the PLEB.

The resource speaker, Police Chief Inspector Demosthenes P. Magnaan, Chief of Police-Community Relations Branch, thanked Zaragoza and Mayor Quiambao for staging such an event and asked them to make this as a continuing activity, to which the host gladly complied.
