‘Day of Judgment’ for LGU Bayambang

August 16, 2018 was like “a day of judgment” for LGU-Bayambang, to quote Mayor Cezar T. Quiambao himself, as it was the day the national evaluators of the Department of the Interior and Local Government (DILG) visited the town to inspect the work of the different LGU departments and locally based national agencies as part of this year’s evaluation for the Seal of Good Local Governance (SGLG). The SGLG is the highest form of award/incentive that an LGU can receive from the national government.

The two evaluators came all the way from the Visayas. They were DILG Asst. Regional Director-Western Visayas, Maria Calpiza J. Sardua, and SGLG Provincial Focal Person-Capiz, Local Government Operations Officer V Marecor Diaz. They were assisted by DILG Provincial Director for Pangasinan Agnes P. de Leon and Bayambang Municipal Local Government Operations Officer Romarie P. Soriano and her staff.

Sardua explained that the SGLG nationwide validation process has been revised, with new development indicators included among the set of criteria, and special emphasis given to the LGU’s compliance to old national laws and policies.

The validation work included one-on-one interviews with the different unit/department/agency heads, a thorough document review, and on-site ocular inspections of the LGU facilities around the town.

At the exit conference held later in the afternoon, Sardua and Diaz discussed their findings and recommendations.

For the SGLG, the DILG evaluates an LGU around the following areas: Environmental Management, Social Protection, Peace and Order, Business Friendliness and Competitiveness, Disaster Preparedness, Financial Administration, and Tourism, Culture and Arts.
