“Ito na yung pinangarap natin na daan,” Mayor Cezar T. Quiambao told the people of Pantol and San Gabriel 2nd in a consultation meeting held at the Pantol Evacuation Center on July 17.
As he tried to convince them about the Pantol-to-San Gabriel 2nd Farm-to-Market Road with 3 Bridges project, Mayor Quiambao recalled how this idea came about. “Naiinis kasi ako tuwing pupunta ng Pantol dahil dadaan pa ng bayan ng Bautista, Alcala, at Moncada. … Ako ay tumakbo sa pulitika dahil ako ay nabuwisit. Masama pala ako mabwisit,” he joked.
Municipal Engineer Eddie Melicorio helped convince the people to cooperate in the project by giving basic facts about it. He said the project, due for construction in January 2019, will be a 7.8 km long road worth P220M, with 80% shouldered by World Bank, 10% by the Department of Agriculture (national office) through the Philippine Rural Development Program (PRDP), and 10% by the LGU’s Municipal Agriculture Office.
The proposed road, he continued, covers almost 5,000 ha of land. The road will be 5-meter wide with a 1.5-meter shoulder on both sides plus a 1-meter canal to allow the drainage of rainwater. The concrete pavement with be 8-inch thick.
“Nagmamadali kami (for this project), kaya personal ko nang binayaran ang feasibility study para rito,” Mayor CTQ continued. Kailangan niyo ba ng daan? Gusto niyo ba ito?” he asked, to which the audience answered a resounding yes. “Kung ganon, we need your signatures that you agree.”
There are 24 affected lots in this project which are bound to receive just compensation from the municipality.
Only four municipalities in Pangasinan reportedly got enrolled in the PRDP offer, and according to Engr. Melicorio, Bayambang got enrolled quickly because it has a clear beneficiary: the vast onion production in the area.
Among the cited benefits of the project, aside from cutting travel time from Poblacion from 30 minutes to 5-10 minutes, are the mandatory employment of locals, the attraction of investments in the area, and the ensuing rise in the value of the land.
