LGU Adopts 5S Good Housekeeping Program


The newly appointed Compliance Officer of the LGU, Dr. Nicolas Miguel, recently held a two-part seminar at the Municipal Conference Room to discuss with various department heads the details of the well-known 5S method of cleaning up and organizing the workplace. This is line with Mayor Cezar T. Quiambao’s directive via Memorandum Circular No. 010, series of 2017, making the delivery of public services more efficient and effective using 5S, with the Human Resources Department leading its implementation.

5S, a Japanese-invented method advocating best housekeeping practices, is specifically designed to do away with dirt, clutter and disorderliness, which result in disorganized work and uninspired workers and workplace.

Widely implemented in top-ranking firms in the Philippines and abroad, 5S stands for:

1. Seiri (Sorting/Segregating)
2. Seiton (Self-Arrangement/Arranging)
3. Seiso (Spic and Span/Neat and Clean)
4. Seiketsu (Standardization)
5. Shitsuke (Self-Discipline/Sustaining)

As pointed out by Municipal Administrator Atty. Rodelynn Rajini Sagarino, “the bigger goal here is to have a more strengthened LGU, a reenergized, reinvigorated workplace, for a more orderly delivery of service to our constituents.”

Dr. Miguel reminded the participants that all LGU workers are public servants, and 5S is just the initial tool in ensuring a smoother delivery of public service.
On the day of implementation, he plans to form an overseer committee composed of a point person from each department to ensure that the 5S principles are consistently observed until they become an indelible part of the culture.

Dr. Miguel also envisions holding a regular inter-department competition, with award and incentives for those observing best housekeeping practices in a given period of time. (Bayambang PIO/Media Affairs Office)
