Officials from the regional and provincial offices of the Department of Environment and Natural Resources (DENR) and Department of Agrarian Reform (DAR) visited the Mangabul area on September 8 to inspect the site.
Mangabul used to be a 2,059-hectare lake rich in fishery resources but is now converted mostly into farmlands planted to corn and onion after the destructive Mt. Pinatubo eruption of 1991.
DENR-RO1 Assistant Regional Director Gwendolyn Bambalan, DENR-RO1 City Environment and Natural Resources Officer Celso Salazar, and several DAR-RO1 officials headed by Maria Ana B. Francisco were accompanied by OIC Municipal Administrator, Atty. Raymund B. Bautista, to represent Mayor Cezar T. Quiambao (who was out of town), together with San Gabriel 2nd Punong Barangay Gildo A. Madronio, Municipal Consultant for Economic Affairs Levin N. Uy and the Mangabul Task Force headed by Chairman Pascual Manalang and Vice-Chairman Alan de Vera and including as members Municipal Assessor Annie S. de Leon, Dr. Nicolas O. Miguel, Dr. Frank Zaragoza, Danilo Gozum, and Gerenerio Rosales, among other LGU officials.
Bayambang PNP headed by Police Chief Cirilo B. Acosta Jr. provided security.
The whole group proceeded to the Saint Vincent Village Pavilion by lunchtime for a brief conference to explore the possibility of distributing the farmlands to qualified beneficiaries.
It can be recalled that Mayor Cezar T. Quiambao expressed his desire to resolve the Mangabul issue once and for all so that the municipal government can properly benefit from the lucrative business in the area through tax impositions.
