MCTQ Pioneers LGU Computerization Project


In line with the Quiambao administration’s plan of developing Bayambang into a smart town, the computerization of the LGU has begun.

On February 28, 2017, the staff of the Manila-based computer firm CLSE Software Services Inc. led by COO Suzanne Vargas were present at the Municipal Hall for the project kick-off, giving the different department heads an overview of CLSE’s computerization project.

Nine modules are up for implementation, with the purpose of automating all the processes involved in revenue generation, namely:

  1. Business Permit and Licensing System (BPLS)
  2. Public Vehicle Regulatory and Billing System (MTOP)
  3. Marketplace Stall Rental Information System (PMR)
  4. Real Property Tax Mapping
  5. Real Property Tax Administration System (RPTAS)
  6. Treasury and Income Information Data (CASHIER)
  7. Human Resources Information System (HRIS)
  8. Accounting for Collections & Disbursements
  9. Queuing and SMS Notification

The LGU-wide automation project officially starts next week for the data-gathering phase involving all LGU departments. Information and Communication Technology Department’s Systems Administrator Jezreel John Junio said that it would take 2-3 months to complete the following tasks ahead for the Accounting and HR Systems: pre-implementation, system setup, data encoding/uploading, validation of encoded transactions, departmental user training, live encoding and system checkout. On the other hand, 5-7 months would be needed to complete the following tasks for the BPLS, MTOP, PMR, RPTAS, Tax-mapping, Cashier, Treasury and HR modules: pre-implementation, key staff interview, server setup, system setup, user training, data gathering and encoding, and system checkout.
