The Municipality of Bayambang, represented by Mayor Cezar T. Quiambao and the Sangguniang Bayan led by Vice Mayor Raul R. Sabangan, signed a Memorandum of Agreement (MOA) with the Environmental Protection Bureau of Zhejiang, an eastern coastal province of the People’s Republic of China on October 31, 2018 at the mayor’s residence in St. Vincent’s Village, Brgy. Bical Norte.
Leading the Zhejiang delegation was Zhejiang Environmental Protection Bureau Deputy Director Shan Jinyan.
The MOA aims to establish friendly cooperative relations between the two parties through exchange of knowledge and technology in the area of environmental protection and disaster resilience.
“This is the first time the municipality signs an agreement with [an entity] from a foreign country,” Mayor Quiambao noted, while recalling his work stint in China many years hence.
The language barrier proved to be no hindrance to building bridges towards friendly cooperation with foreign neighbors. Speaking through an interpreter, Mr. Jinyan took note of the efforts of the LGU’s Solid Waste Department and expressed surprise at Dr. Quiambao’s private initiative in re-greening the mountains of Pangasinan while providing jobs to locals through CSFirst Green AID Inc.’s “inclusive growth” business model. Mayor CTQ said he patterned the idea after that of the County of Anji, China. Coincidentally, Mr. Jinyan revealed that he was the Mayor of Anji for 10 years, from 2006 to 2016.
Among the witnesses of the MOA signing were the LGU’s department heads, CSFirst Green AID’s president Levin Uy, and representatives from the educational sector led by Bayambang National High School Principal Dr. Mary Ann J. Payomo.
