May 16, 2018 is an historic day for cooperatives in Bayambang, after the municipality, with the help of the Cooperative Development Authority-Dagupan (CDA-Dagupan), formed its first-ever municipal Cooperative Development Council (CDC).
As per Executive Order No. 95, the CDC is a special body tasked to “coordinate, harmonize, and monitor the implementation of various cooperative development plans, programs and projects” of the LGU and the various cooperatives within Bayambang.
Organized by the newly formed Municipal Cooperative Development Office (MCDO) headed by Mercedes Peralta, the creation of the Council was supervised by cooperative development specialists Filipina Porio and Sheryl Lou Fabia from CDA-Dagupan.
In attendance were Chief of Staff and Municipal Legal Officer Atty. Raymundo B. Bautista Jr., Fernando Quijalvo and Albert Lapurga of MCDO, Romualdo Castillo of Sancagulis Multi-Purpose Cooperative, former Municipal Councilor Alan de Vera of Bayambang Multi-Purpose Cooperative, Luz Cayabyab of LGU Bayambang Cooperative, Jose Perez and Cerilyn Perez of Modern Pantol Agricultural Cooperative, Maggie R. Magbuhos and Anna Marie L. Castañeda of of Masagana Sustainable Livelihood Program Producers’ Cooperative, and Marjorie Lacap of Pangasinan State University Multi-Purpose Cooperative. Magno R. Bautista of the Department of the Interior and Local Government and Cristy B. Marcha of the Municipal Social Welfare and Development Office were also present as observers.
Among the topics discussed were CDA’s revised guidelines in the organization, structure, and operation of the CDCs as well as the different functions of its officers.
The meeting was an opportune time to hold an election of officers for the newly formed CDC, and the results are as follows:
