LGU Bayambang’s Human Resources Management Office (HRMO) organized an Orientation and Values Development Seminar for employees on August 31 at the Balon Bayambang Events Center.
According to HRMO’s department head Nora R. Zafra, this is the first time an activity like this was conducted, thanks to the initiative and support of Mayor Cezar T. Quiambao and the advice of Compliance Officer on Good Governance Dr. Nicolas Miguel.
HRMO Assistant Head, Dr. Joel T. Cayabyab, opened the seminar with an overview, saying this was not intended to change the personal value systems of the employees but to change the way they value their respective roles in the organization.
The morning session was devoted to a refresher course delivered by Tourism Officer Rafael Saygo on the basic facts about Bayambang, i.e., the town’s origin, culture, geography, population, tourist spots, and politics. This was followed by Zafra’s discussion of the municipal government’s vision and mission and organizational structure.
The next modules were taken up by the day’s guest facilitators from the provincial Human Resources Management and Development Office led by department head Janet C. Asis, whose enthusiasm on the subject at hand was infectious. Assistant head Ma. Virginia Jaile de Leon then discussed “Government Service Policies and Guidelines,” which detail the norms and conduct of public officials and employees according to Republic Act 6713 as well as the policies and guidelines of the Civil Service Commission.
Provincial Agriculture Office Supervising Administrative Officer Ramy P. Sison dwelt on “Work-Life Activities,” which covered such topics as understanding the different human personalities, stress management techniques, managing a productive self, managing a healthy relationship with coworkers, and the do’s and don’ts in the workplace.
Internal Auditor IV Louie F. Ocampo next led a workshop titled “Me and My Job,” which covered the subjects of career cycle, managing job burnout, kinds of employees, and how to be a champion employee.
After signing a Pledge of Commitment, the participants — five representatives of which came from every LGU department — were awarded certificates of completion.
As a parting shot, Ocampo told the participants: “Our aim here is for each one of you to see how valuable your respective role is in the LGU. Pero ang makikinabang dito, di lang kayo kundi buong bayan ng Bayambang in terms of more effective governance and more efficient public service.”
